Project Details

The Sylhet-Charkhai-Sheola Highway Improvement Project, implemented by the Roads and Highways Department (RHD) under the Ministry of Road Transport and Bridges (MoRTB), is part of the World Bank-financed Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS) Program - Bangladesh Phase 1 Project. The project spans four upazilas in Sylhet District: Sylhet Sadar, South Surma, Golapganj, and Beani Bazar, covering a 43 km stretch from Kadamtali Bus Terminal (Muktijhudda Square) to Sutarkandi Land Port at the India border.

A previously prepared Resettlement Action Plan (RAP) requires updating in line with the World Bank’s Safeguard Environmental and Social Framework (ESF) 2018 guidelines, specifically ESS5, ESS7, and ESS10, as well as the Resettlement Policy Framework (RPF) for RHD projects. To facilitate this, BCL Associates Limited has appointed EQMS to conduct a comprehensive socio-economic study, a 100% census, and an Inventory of Losses (IoL) Survey. This effort is aimed at accurately updating the existing RAP to ensure compliance with the required standards and frameworks.
